Clarence Jones became president of Haltom State Bank in 1952. He would go on to become chairman of the board and chief executive officer. After his death in April of 1966 Ruth Jones became chairwoman of the board of directors, serving in that role until 1982.

Haltom State Bank was the financial institution responsible for backing many hopeful homeowners and business in North Richland Hills and the surrounding areas. If Clarence Jones liked someone or had a good feeling about them a loan could be obtained without so much as signing a note. Once the loan was made Jones would simply keep a document showing the amount in his desk and typically no interest was charged. He called it "drawer paper". The process was perfectly legal.
