<text>After graduation from Texas Wesleyan University, Kay took a job teaching English and journalism at Richland High School in North Richland Hills.

In 1979, after nine years as a teacher, Kay embarked on a new challenge and began selling insurance. In 1985, she opened her own insurance firm. As a business owner, Kay again made time to give back to her community. She served on the Fort Worth Zoning Commission for seven years, was elected to the Fort Worth City Council in 1989, and was elected Mayor of the City of Fort Worth in 1991.

In 1996, Kay Granger was elected to represent the 12th Congressional District of Texas, including North Richland Hills and portions of Northeast Tarrant County. She continued to represent the North Richland Hills community in Washington until 2004 when redistricting moved the City into the 26th Congressional District.

During the eight years she represented North Richland Hills, Congresswoman Granger worked to establish the Northeast Transportation Service, which has assisted many elderly and disabled residents in Northeast Tarrant County. She was also supportive of local business, industry, and economic development efforts and was an advocate for public safety, education, health care, homeland security, transportation, and many other important issues.

Kay Granger's contributions as both a Congresswoman and a teacher will forever be appreciated and remembered by the City of North Richland Hills.</text>

JoAnn was first elected to the City Council in 1991 and became the first female Mayor Pro-Tem in North Richland Hills in 1995. In May 2006, after 15 years of service, she retired from the City council with the distinction as the longest-serving Council member in North Richland Hill's History.

During her tenure, the city's population doubled. In 1992, with only four parks and few resources to address the needs of the park system, Joann Johnson, along with other council members, advocated and supported a voter-approved half-cent sales tax to improve parks. When JoAnn retired in 2006, North Richland Hills was home to over twenty parks and eleven miles of trails, all made possible by the half-cent sales tax.

In 2000 the National Recreation and Park Association awarded the "National Gold Medal" to the city, recognizing North Richland Hills as one of the best park systems in the Nation. Along with her work with Parks and Recreation, JoAnn was instrumental in the development of the city's first "History book." JoAnn recognized the importance of honoring our history while looking forward to our future.</text>

<text>Don Tipps began his 35 year career in education with BISD as an art teacher, with the last 23 years as a counselor at Richland High School, until he retired in 1994. In 1980 Mr. Tipps joined the NRH Park & Recreation Board. At the time NRH only had 4 parks. After 8 years as a board member, Don was elected chairman, maintaining this position for the next ten years. During his time as chairman, NRH park space tippled in size. His wife Doris and daughter Tracye were also very involved and active in the community. Doris taught at Richland Junior High and retired as Principal of Smithfield middle School. She was a long-time member of Keep NRH Beautiful and was an advocate and member of many community projects. Tracye graduated from Richland High School and later from Texas A&M. Continuing the family tradition she taught in Birdville School District before becoming a flight attendant. In 2003, after doing extensive research and visiting other dog parks, Tracye spoke before the Park & Recreation Board and the City Council to advocate for a dog park in North Richland Hills. Three years later, in June 2006, Tipps canine Hollow Dog Park Officially opened.

In honor of his family's community involvement and Don's many years of service and contributions to the City of North Richland Hills, this dog park was named Tipps Canine Hollow.</text>
